* Click Start and then Run.
* Type “gpedit.msc”, then enter.
* In the Local Computer Policy, Computer Configuration, Administrative Templates.
* Click the plus sign on Network and select QoS Packet Scheduler.
* Then double-click on Limit Reservable Bandwidth.
* Then Settings, select Enabled.
* Then in the box Bandwidth Limit%, replace the contents to be 0%. (Do not leave empty its contents)
* Click OK.

then also do this:

* Click Start and select Settings.
* Select Control Panel, Network Connections
* Right click on Local Area Connection and select Properties.
* Atthe General tab, missing a check in the QoS.

Then for two steps above, please restart your computer …
